Emeryville Mayor John Bauters is using his outsize personality and burgeoning social media presence to evangelize for car-free streets. But can his big ideas take root elsewhere?

Five urban planners and cycling advocates had arrived by train from Oregon, seeking advice on bike and pedestrian infrastructure. After leading them around the city, Bauters pulled a wrench from his pocket to fix the front wheel of a reporter’s mountain bike. Then he took his shepherd-husky rescue dog for a walk, down streets where cyclists and e-scooters have replaced the hiss of traffic.
