Oregon Legislature’s session opens with a call for tax increases

The Oregon Legislature opened its 2009 session under the threat of economic meltdown and a warning from Gov. Ted Kulongoski not to retreat from progress — even if that means raising taxes.

"Do not use this legislative session to surrender to fear," the governor said in a speech that capped a subdued first-day ceremony. "Use it to redeem hope."
