Plugging the brain drain in Wyoming

Fresh out of high school, Stephen Castle is headed to the University of Wyoming this fall along with the other members of his band, taking his drums — and a rockin’ bundle of tuition money from a new and unique state scholarship.

Several states use scholarships to keep their best and brightest close to home. But Wyoming has added a twist: a planned $400 million endowment that will generate an estimated $20 million a year, virtually guaranteeing a steady source of funding for its program.

"I come from a pretty financially struggling family. It’s a lovely thing," said Castle, this year’s valedictorian at Guernsey-Sunrise High School in Guernsey.
