Department of Defense (DoD)

The Air Force’s Program Manager (PM) for Test & Evaluation/Science & Technology (T&E/S&T) intends to solicit proposals for the research and development of advanced architecture, sensing, network, and data management technologies. The PM, T&E/S&T is leading an effort to establish an enhanced embedded instrumentation capability to support the test and evaluation of weapon systems, munitions, human systems, and command, control, communications, computers, intelligence, surveillance, and reconnaissance systems. Government organizations, commercial entities, universities and other nonprofit organizations capable of conducting appropriate R&D, in whole or in part, are invited to participate. The Air Force Research Laboratory, Air Vehicles Directorate (AFRL/VASD) solicits research proposals to develop and demonstrate a structurally embedded antenna concept for an intelligence, surveillance, reconnaissance platform on unmanned air vehicles. Funding for Phase I is expected to be available over the following fiscal years: FY03 – $100,000; FY04 – $1.27 million; FY05 – $1.4 million; and FY06 – $1.06 million. The Defense Advanced Research Projects Agency (DARPA) is soliciting research proposals in the area of Flexible, Nanocomposite, Organic Photovoltaic Cells. The goal is to efficiently convert solar energy to electricity utilizing nanocomposite materials on a flexible, lightweight substrate. Proposed research should investigate innovative approaches that enable revolutionary advances in performance, device design and manufacture. Department of Energy (DOE)

In a pre-solicitation notice, DOE’s Office of Energy Efficiency and Renewable Energy announces it will be soliciting applications for funding to support hydrogen research and the President’s Hydrogen Fuel Initiative. Research and development is sought in two categories of projects: (1) metal hydrides, chemical hydrides and carbon-based hydrogen storage materials to be conducted at virtual Centers of Excellence led by DOE national laboratories and including universities, small businesses, industry or other federal/national laboratories as partners; and (2) new materials or technologies for hydrogen storage, compressed and liquid hydrogen tank technologies, and off-board hydrogen storage systems. Only DOE national laboratories may submit joint application packages in response to the first category. Applicants for the second category may include universities, small businesses and industry; federal or national laboratories may be team members. Department of Health and Human Services

The Food and Drug Administration (FDA), Center for Food Safety and Applied Nutrition (CFSAN) has approximately $3 million in FY 2003 funding to support collaborative research efforts between CFSAN and scientists. The goal is to accelerate ongoing research in four project areas to reduce the incidence of foodborne illness and to ensure the integrity of the nation’s food supply and cosmetics. FDA anticipates making individual awards ranging from $100,000 to $600,000. Research efforts may be up to three years in duration. The project and budget periods of all awards will be the same. Any foreign or domestic, public or private nonprofit entity (including state and local units of government) or for-profit entity is eligible to apply. Applications are due by August 11, 2003. The National Cancer Institute (NCI) invites proposals for Collaborators for Cooperative Research and Development Agreements with investigators to work toward the development of a dynamic Radiation Oncology Molecular Assessment and Technology Center that links imaging, radiation therapy and systemic therapy to underlying molecular processes. NCI is seeking long-term dynamic and highly interactive scientific collaborations with parties developing current and future technology for molecular imaging in clinical and preclinical settings. The overall goals are to understand the biological changes that produce the various images, along with existing and novel imaging and contrast agents, to inter-compare imaging modalities and to assess the changes in image and molecular signature that occur during and after cancer treatment. The National Institute of Environmental Health Sciences (NIEHS) intends to solicit proposals to establish a research resource to identify factors that foster the development of Anencephaly. The first part of the project, the design and planning phase, will take approximately one year to complete. The second part, the recruitment phase, will take approximately four years to complete. NIEHS also intends to solicit offers for a contract to evaluate the toxicologic and carcinogenic potential of alpha-Pinene and Vinylidene Chloride via inhalation. The base contract, or Phase 1, will include work activities associated with the identity and purity determination of bulk chemical, development of generation and monitoring methods, health and safety concerns that must be addressed before study start, and conduct of 14-day studies of alpha-Pinene and Vinylidene Chloride. Upon successful completion of Phase 1, the government may exercise options for the conduct of 90-day or 2-year studies specified as Phases 2-3, respectively. The estimated period of performance is approximately seven months for the base contract and four years, two months if all options are exercised. Award of one cost-reimbursement, completion type contract on an open competition basis is contemplated as a result of this solicitation. Proposals will be due August 29, 2003. Multiple institutes invite applications to support collaborations between investigators who focus their research efforts on type 1 diabetes or its complications and researchers from other research areas with expertise relevant to type 1 diabetes research. The participating institutes intend to commit approximately $4 million in FY 2004 to fund 12-15 new projects. Applicants may request a project period of up to two years. The combined budgets for all of the applications within a collaborative group may not exceed $300,000 in direct costs per year. Eligible are for-profit or nonprofit organizations; public or private institutions, such as universities, colleges, hospitals and laboratories; units of state and local governments; eligible agencies of the federal government; and domestic or foreign institutions. Department of Labor (DOL)

DOL’s Employment and Training Administration (ETA) has approximately $50 million in grant funds for technical skills training programs focused on addressing the high skill technology shortages of American businesses. At least 80 percent of the grants will be awarded to projects that train workers in high tech, information technology and biotechnology skills. Business partnerships eligible to receive assistance must consist of at least two businesses or a business-related nonprofit organization representing more than one business. The partnership may also include any educational, labor, faith-based or community organization, or workforce investment board. Individual awards will not exceed $3 million. The initial period of performance will be up to 36 months; ETA may elect to exercise its option to award no-cost extensions of up to 12 months. Nuclear Regulatory Commission (NRC)

NRC is seeking a contractor to conduct the Package Performance Study (PPS) research program. The PPS is a study of the response of spent nuclear fuel transportation casks to extreme accident conditions. Plan tasks will include analyses and prediction of the physical response of a rail cask and a truck cask for full-scale impact and thermal testing under extreme accident conditions. College Board

The College Board’s Young Epidemiology Scholars Teacher Competition recognizes teachers of science, social studies, math and other courses who submit outstanding models for innovative high school epidemiology curricula. Up to 18 teachers are selected annually to receive a $5,000 award as regional winners. Of these, up to six teachers are selected as national winners. Each national winner receives an additional $15,000 award. The deadline for submission to the 2003-04 Teacher Competition is October 15, 2003. JPMorgan Chase

JPMorgan Chase invites applications for grants to support faith-based institutions embarking on their first community development project or those entering into a new type of project, either on their own or in collaboration with other organizations. Grants of up to $25,000 will be made in the form of a one-time grant to be used for capital expenses related to the selected community development projects. Economic development projects and those addressing the Digital Divide will be considered. Among other eligibility requirements, faith-based institutions must be either: (1) a religious community or congregation with 501(c)(3) tax exempt status from the Internal Revenue Service, or (2) a separate tax exempt 501(c)(3) entity associated with an organized religious congregation. Robert Wood Johnson Foundation

The Robert Wood Johnson Foundation invites applications for it Health & Society Scholars Program, a national program designed to build the nation’s capacity for research, leadership and action to address the broad range of factors affecting health. The goal is to improve health by training scholars to (1) rigorously investigate the connections among biological, behavioral, environmental, economic and social determinants of health; and (2) develop, evaluate and disseminate knowledge and interventions based upon integration of these determinants. Each year the program enables up to 18 outstanding individuals who have completed doctoral training to engage in an intensive two-year program at one of six nationally prominent universities. Scholars have access to a full range of university resources and receive annual stipend support of $71,000 for year 1 and $74,000 for year 2. The next cohort of scholars will enter training in August or September of 2004, depending upon each university’s academic calendar. Outstanding individuals who have completed doctoral training in one of a variety of disciplines are eligible. Applications are due by October 15, 2003.
