Cities are using carrots instead of sticks for code enforcement.
Peoria has reoriented its approach from traditional “code enforcement” to “code encouragement,” emphasizing education, support, and collaboration with residents. Code enforcement officers are trained not only in technical building codes but also in social service skills, enabling them to educate residents and connect them with helpful resources. The department provides educational materials and workshops, links under-resourced property owners to funding for rehabilitation and repairs, sponsors neighborhood cleanup days, and works patiently with community members. It also collaborates with other city departments and local organizations to draw on community expertise, such as building trades and grassroots organizing. City officials report that this strategy has helped property owners and neighborhoods resolve issues more quickly and view the city as a partner rather than an adversary.
