This is the best description of economic development I’ve come across.

The paper is written by Bill Fruth, the head of Policom Corporation which publishes the annual economic strength rankings of every metropolitan and micropolitan area in the U.S.
In 2006, the Great Falls metro area was ranked 308th. In 2013, we had climbed to 120th. The rankings are based on data from 2 years behind so you can see we started to climb in 2004 and have climbed every year since.
