Our congested commutes are the result of decisions that stretch back decades, to when Americans began to build their communities around cars.

The use of level of service (LOS) to gauge the success of roadway networks has shaped and influenced cities in many negative ways.
The country needs new performance measures to prioritize broader community goals around accessibility, economic development, sustainability, and livability.
