Department of Commerce

The National Oceanic and Atmospheric Administration is soliciting proposals to explore the ocean and map its resources, to gain new insights about its physical, chemical, biological and archaeological characteristics and its living and non-living resources. Proposals are encouraged for collaborations and explorations ranging from the tens of thousands of dollars to funds appropriate for up to two months of expeditionary exploration work. Multi-year proposals may be accepted, although the present principal focus of the program will be on one-year projects and expeditions. Eligible applicants are institutions of higher education, other nonprofits, commercial organizations, international organizations, federal, state, local and Indian tribal governments. Required preproposals are due by September 3, 2003; full proposals are due by October 28, 2003. Department of Defense (DoD)

The Advanced Range Telemetry Joint Program Office of Edwards AFB, Calif., is soliciting proposals for research in the area of Test and Evaluation telemetry operation in the 3-30 GHz frequency range. The goal is to develop, demonstrate and evaluate technology components and capabilities necessary to enable DoD flight and ground test telemetry operation in the SHF band. Approximately $1.5 million in awards is expected to be made in FY 2004. Small businesses, academia and government agencies are encouraged to submit proposals. Abstracts are due by August 22, 2003. The Army’s Engineer Research and Development Center has announced it will be soliciting R&D proposals in the area of Training Land Stabilization on Military Installations. The principal products of the research will be data collection, scientific studies, analyses and models that represent ecological, geophysical, risk and mission processes and their interactions. The Contracts office intends to award multiple firm fixed-price indefinite delivery, indefinite quantity contracts for a base period with four additional one-year option periods. All responsible sources capable of providing the services requested are encouraged to submit a proposal. The APG Directorate of Contracting, U.S. Army Contracting Agency intends to solicit offers for the prototype development of a Remote Battery Monitor. The system concept is to develop a capability to monitor the state of vehicular battery condition and to provide a wireless link to a monitoring station or control room to display the data on a real-time basis. The Director of Operational Test and Evaluation, Office of the Secretary of Defense, is soliciting proposals for advanced development and maturation of technologies to support test and evaluation of directed energy weapon systems. Approximately $1.5 million in awards are expected to be made in FY 2004. This is an unrestricted solicitation; full and open competition is expected. Proposals are due by October 24, 2003. Department of Energy (DOE)

DOE’s Office of Science invites applications for funding under its Outstanding Junior Investigator Program, which supports the development of individual research programs by outstanding scientists early in their careers. Applications should be from tenure-track faculty investigators who are currently involved in experimental or theoretical high energy physics or accelerator physics research and should be submitted through a U.S. academic institution. Approximately $500,000 is expected to be available in FY 2004 to fund 5-10 awards. Past awards have averaged $60,000 per year. Applications are due by November 4, 2003. National Institutes of Health (NIH)

Participating NIH institutes invite applications for funding to stimulate research on immune function in early life. The goal is to define the cellular and molecular mechanisms underlying the development of asthma and to use this new information to devise strategies for the effective prevention or reversal of the disease without compromising the integrity of the immune system. Approximately $5.6 million is expected to be available in FY 2004 to fund 8-12 awards. An applicant may request a project period of up to five years. Eligible are for-profit or nonprofit organizations; public or private institutions, such as universities, colleges, hospitals and laboratories; units of state and local governments; eligible agencies of the federal government; and domestic or foreign institutions; and faith- or community-based organizations. The National Heart, Lung, and Blood Institute has announced it will be soliciting proposals from all interested organizations for laboratory centers to provide high quality, high throughput DNA re-sequencing or genotyping. The overall objective is to obtain reliable, rapid, and cost efficient DNA re-sequencing and genotyping to assist investigators actively engaged in elucidating the genetic components involved in the cause, variable outcome, and progression of heart, lung, blood and sleep diseases and disorders. Between 1-2 centers for DNA re-sequencing, 1-3 centers for genotyping, and an Administrative Coordinating Center will be awarded, each for a period of five years. The National Institute of Allergy and Infectious Diseases (NIAID) intends to solicit proposals to develop a vaccine to protect the general U.S. population against plague. The goal is to target vaccine candidates that can be produced at a scale to support Phase I clinical trials with a manufacturing process amenable to subsequent scaleup and continued development. One or more contracts to be awarded for this effort are expected to have two- to three-year performance periods. Any responsible offeror may submit a proposal. The National Institute on Drug Abuse invites applications for research projects that identify chromosomal loci and genetic variation in genes and haplotypes associated with increased vulnerability to addiction or dependence on stimulants, narcotics, nicotine, benzodiazepines, barbiturates, cannabis, hallucinogens or multiple drugs of abuse in human beings. Eligible are for-profit or nonprofit organizations; public or private institutions, such as universities, colleges, hospitals
and laboratories; units of state and local governments; eligible agencies of the federal government; domestic or foreign institutions; and faith- or community-based organizations. National Science Foundation (NSF)

NSF invites proposals for funding under the Frontiers in Integrative Biological Research (FIBR) Program, which supports integrative research addressing major questions in the biological sciences. FIBR encourages investigators to identify major under-studied or unanswered questions in biology and to use innovative approaches to address them by integrating the scientific concepts and research tools from across disciplines including biology, math and the physical sciences, engineering, social sciences and the information sciences. Approximately $15 million is expected to be available in FY 2004 to fund five planning grants and up to 10 research grants. Academic institutions and nonprofit research organizations in the U.S. (i.e. museums, research laboratories, professional societies and similar organizations in the U.S. that are directly associated with educational or research activities) and consortia of such organizations with appropriate research and educational facilities may submit proposals. NSF also is soliciting proposals to conduct basic research into the scientific aspects of the global carbon cycle, with emphasis on drainage basin and ocean margin studies. Such studies might include the chemical, biological, ecological and physical processes driving carbon distribution, transformation and transport within and between terrestrial, atmospheric and oceanic environments. Approximately $15 million is expected to be available in FY 2004 to fund 10-15 awards, each having a duration of up to five years. No organizational eligibility limit applies.
