S.D. sees incentives as path to lure jobs

South Dakota consistently ranks as one of the best states in the nation to do business.

But that reputation has not – on its own – been enough for state and local officials who have insisted the state also needs broader economic tools. Now, in another year of budget cuts – this time including cuts to K-12 education and Medicaid – one incentive program is getting closer scrutiny. And if Democrats have their way, voters will have a chance to kill it before a new version takes effect in 2013.
