REQUEST FOR PROPOSALS (RFP) Downtown Tourism Infrastructure — Planning & Engineering Services – City of Dillon, Montana

Headwaters RC&D, serving as the Lead Organization for the Dillon D-Tour initiative under the Montana
Tourism Development Grant (MTDG) Program of the Montana Department of Commerce, is seeking
proposals from qualified firms to provide planning and engineering services in support of downtown
tourism infrastructure improvements in the City of Dillon, Montana.

Dillon is the commercial and visitor hub of Beaverhead County. The D-Tour initiative is a multi-year effort to
expand shoulder-season recreation and strengthen the local visitor economy. A central component of this
effort is the revitalization of Dillon’s downtown corridor — primarily Montana Street and the “Carpita
Parking Lot” — through pedestrian-scale improvements such as sidewalk enhancements, modern lighting,
benches, trash receptacles, curb improvements, and other amenities that improve the visitor experience
and activate the downtown district.

The City of Dillon has an adopted downtown master plan and existing engineered plans (see addendum) for
portions of the Montana Street corridor. However, engineered designs are not complete for all elements,
and available funding will not support full build-out of every component. Headwaters RC&D therefore
requires a firm that can (1) help prioritize the improvements that will deliver the greatest tourism and
downtown-activation impact, and (2) complete or advance the engineering and design work necessary to
move prioritized improvements toward construction.
