Montana Opportunity Zone Subcontract Solicitation

Introduction

In partnership with Montana Department of Commerce, Montana Economic Developers Association (MEDA) seeks an individual or firm with the qualities and expertise to work with Montana’s Opportunity Zones on the tasks identified in the Scope of Work below.

Scope of Work and Deliverables

  1. Support the Montana Department of Commerce, Montana State University – Billings and Georgetown University in the development of a one-time conference that focuses on Opportunity Zones, with the intent of attracting and providing information to potential investors, and creating a venue for connecting investors with businesses and/or development opportunities. As part of the conference, Sub-contractor shall:

    1. Coordinate with local economic developers in each Opportunity Zone to identify relevant investors, businesses, and developers to invite to the conference.

    2. Support partners in each of the Opportunity Zones to help them prepare information about the Zones and presentations of potential projects.

    3. Create conference material which may include, but is not limited to, a directory identifying relevant partners and contacts, accompanied by a map identifying established Opportunity Zones.

    4. Provide a post-conference summary and publish to the Montana Department of Commerce and/or MEDA website.

  1. As resources allow, provide members and partners technical assistance and serve as an information and coordination hub on Opportunity Zones. This may include helping to connect the Zones to technical assistance opportunities provided by federal government partners.

  1. Prepare content for publication on the website of the Montana Department of Commerce and/or MEDA. Information shall include, but is not limited to, templates, data, resources, and maps.

Submittal

In response to the above Scope of Work and Deliverables, proposals should include a summary of the respondent’s expertise regarding Opportunity Zones, timeline for implementing the scope of work, and a budget.
