Mandy Rambo, the deputy director of the Montana Department of Commerce, gave an overview of the Housing Choice Voucher Program, also known as the Section 8 low-income housing voucher program.

“Montana is experiencing an acute challenge with the U.S. Department of Housing and Urban Development’s methodology for determining what they call Fair Market Rent,” she explained.
