Debate reignited about how South Dakota awards taxpayer money to businesses for economic development.

A maneuver by Republicans in the state Legislature has refocused attention on the sometimes murky process by which the state doles out economic development money.

GOP lawmakers Friday amended Senate Bill 170 so that, if passed, it would kill an economic incentive plan approved last year by the Legislature but referred to voters in the November election.

The SB170 amendment would replace Gov. Dennis Daugaard’s Large Project Development Fund with a substantially similar program that would not be subject to a ballot challenge.
