Best Practices for Government – Industry Partnerships to Develop New Technologies

A review by the National Research Council’s Board on Science, Technology and Economic Policy identifies best practices in public-private partnerships as a way of guiding future public policy.

The review, Government Industry Partnerships for Development of New Technologies, found that partnerships “provide an institutional structure with financial and policy incentives within which companies, universities, national laboratories and research institutes can cooperate to accelerate the development of promising technologies.”

In many cases, no single participant could bring the technology to market by themselves. The review also found that although partnerships include a vast diversity of structure, successful efforts are characterized by industry leadership, public commitments that are limited and defined, clear objectives, cost sharing and effective evaluation.
