Awash in asphalt, cities are rethinking their parking needs

Other cities – seeing that “the sky didn’t fall down,” as Mr. Shoup put it – followed suit. Some have reduced minimum requirements, others have eliminated them altogether, and still others have gone so far as to set parking limits, according to nonprofit group Parking Reform Network, which has been tracking the movements. In lieu of parking, some developers provided allowances for local transit and bicycle use, or rental car-sharing arrangements.
