As Billings plans for growth, the chief planner keeps getting surprised

Just when she thinks Billings’ growth policy is about wrapped up, people offer Candi Millar ideas she hasn’t thought about before.

It happened again this week, when Millar, director of Planning and Community Services, hosted the final public meeting on Billings Beyond. Once Billings’ growth policy is approved, civic leaders will use it to help them decide on subdivision approval, transportation issues, infrastructure improvements and a number of other important decisions in the coming years.
