The Silver Bullet to a U.S. Manufacturing Revival

I know, I know: There are scores of things the federal government should do to spur a stronger manufacturing revival in the U.S. Start, for example, with about a dozen tax and trade moves and another dozen finance and training initiatives. Nevertheless, in the interest of clarity I’m going to throw out the stops: Congress and the White House should go large and create the full proposed network of 45 manufacturing innovation institutes.
