Ravalli County economic development director, Julie Foster headed to Laos

Julie Foster thought she had all the answers for the "amazingly smart and beautiful" young woman from Laos.

After all, the Ravalli County Economic Development Authority http://www.rceda.org/ executive director had helped successfully develop the same kind of microloan program that Anousone Phimmachanh hoped to create in her own country.

It seemed so simple, Foster remembers about that conversation with the woman she came to know as La last March when a cultural exchange brought the Laotian to Hamilton.

"We’ll get a little pool of money together and create a loan document that you can cut and paste some information into and then start loaning money in a pilot project," Foster said.

Foster wasn’t prepared for the response.
