Montana’s Disadvantaged Business Enterprise (DBE) Program is here to help your company.

The MDT Disadvantaged Business Enterprise (DBE) Program encourages and supports the participation of companies owned and controlled by socially and economically disadvantaged individuals in transportation contracts.

It is a federally funded program administered by MDT. In order to participate in federally funded contracts under the DBE Program, they must first be certified thru the MDT DBE Program.

MDT is the only DBE certifying agent in the state of Montana. The MDT DBE Program Manager is responsible for overseeing all aspects of the MDT DBE Program, such as certification, compliance of federal and state laws, DBE Supportive Services, etc.

26.67 What rules determine social and economic disadvantage? top

(a) Presumption of disadvantage. (1) You must rebuttably presume that citizens of the United States (or lawfully admitted permanent residents) who are women, Black Americans, Hispanic Americans, Native Americans, Asian-Pacific Americans, Subcontinent Asian Americans, or other minorities found to be disadvantaged by the SBA, are socially and economically disadvantaged individuals. You must require applicants to submit a signed, notarized certification that each presumptively disadvantaged owner is, in fact, socially and economically disadvantaged.
