TITLE: Revolving Loan Fund Manager

IMMEDIATE SUPERVISOR: Executive Director

SALARY RANGE: $30,000 minimum (actual compensation based on
Experience and qualifications)

MINIMUM QUALIFICATIONS: A four-year college degree in finance, accounting or
Business administration is required, with course work in business finance and analysis preferred. Acceptable experience in lieu of education would be a minimum of two year of experience in commercial lending, accounting, business consulting or management, but some formal
training in business finance and analysis is essential. Must be proficient with computerized loan portfolio management and word processing, as well as basic office technology (copiers, postage meters, computer printers, etc.).

DESIRED SKILLS/EXPERIENCE: Knowledge of business financing practices and procedures is needed, including: preparation of sound business plans; financial analysis (ratios, cash flows, breakeven points, etc.); use of financial information to analyze business performance and to make recommendations for corrective actions; product pricing and maintenance of basic business accounting systems; analysis of financing options for business start-up and expansion; and preparation of business financing packages.

Applicants should also have skills in preparing and presenting written and oral summaries of financial analysis, using computerized financial analysis programs, establishing and maintaining effective working relationships with co-workers, lenders, clients, investors, loan committee members, state and federal government agencies, and the general public. Must be able to communicate clearly and effectively, both verbally and in writing.

TITLE: PATHWAYS PROJECT MANAGER

LOCATION: BILLINGS, MT.

AUTHORITY: The Manager is responsible to the Executive Director of the Native American Development Corporation; facilitates and organizes steering committee meetings, identifies community resources, develops community plans, and provides direction for development of a proposal to the Northwest Area Foundation.

RESPONSIBILITIES:

Job Summary:
Responsible for organizing a Billings Urban Indian Community effort to address poverty reduction issues in Billings, Montana for a project funded by the Northwest Area Foundation.

Responsibilities:

• Responsible for implementing strategic planning and mobilization activities with a diverse community steering committee to achieve the objectives established by the Northwest Area Foundation project.

• Facilitates group discussions for participatory decision-making for collaborative solutions to poverty reduction.

• Coordinate work completed by steering committee to achieve measurable results.

• Develop collaborative relationships with community resources for poverty reduction through Memorandum of Understandings.

• Serves as spokesperson for the Steering Committee and other communication as required furthering the objectives of the Northwest Area Foundation poverty reduction project.

• Educate the community about their rights and responsibilities; assisting community groups in identifying and resolving poverty related problems; facilitating relationships among community groups, and other stakeholders; and assisting Native Americans in connecting with resources.

• Assist Executive Director with recordkeeping, report writing, correspondence, and other administrative tasks.

KNOWLEDGE, SKILLS, AND ABILITIES:

KNOWLEDGE:

1. Should be familiar with Billings Community Resources.

2. Should understand facilitation and community organizing.

3. Should be familiar with business plans or strategic planning.

4. Must have good communication and interpersonal skills.

5. Must have good oral and written communication skills.

6. Prior knowledge of the Billings Native American community and/or organizations.

SKILLS:

1. Should have spreadsheet skills or knowledge.

2. Must have good presentation and organizational skills.

3. Establish and maintain cooperative and effective working relationships with others.

4. Able to work under deadlines and stressful situations in a business environment.

5. Work independently with little or no direction.

6. Effectively plan and organize work.

EDUCATION AND EXPERIENCE:

1. A Masters degree preferred or a combination of experience and/ or education.

2. Prior experience with Native American social service and/or community development programs and/or organizations.

3. Prior training, organizational or community development experience.
