States Invited to Bid on Health Information Technology Project

On January 4, a project team led by RTI International that includes the NGA Center for Best Practices released a "request for proposal" (RFP) to all governors inviting states to bid on a funding opportunity concerning health information technology.

Up to 40 individual state projects will be considered for award. Each state project will assess how privacy and security laws and business practices affect the exchange of interoperable electronic health information.

The RFP provides detailed information on the requirements for each state project, guidelines for submitting a proposal, and support to be provided by RTI and NGA. States and territories that receive an award will be required to complete their work within a year and undertake certain activities, including: examine privacy and security policies and business practices regarding electronic health information exchange; convene and work closely with a wide range of stakeholders in the state; and identify options to address organization-level business practices and state laws that affect privacy and security practices in order to permit interoperable health information exchange.

States interested in submitting a bid for consideration may download the RFP from the RTI website at http://www.rti.org/HISPC/. All proposals must be received by RTI by 12:00 noon EST on March 1, 2006.

To assist in the preparation of proposals, RTI will hold two conference calls on January 11, 2006, and February 8, 2006 from 1:00 pm to 4:00 pm EST. Information on how to participate in the conference calls will be posted on the RTI Web site listed above.
