What Is The Impact Of A Wireless City?

The Street administration plans to build a wireless Internet network, but critics contend the proposal could be a virtual quagmire.

Winnie Harris doesn’t hop into her car before double-checking MapQuest, and depends on email to keep up with friends. Harris, 53, also routinely logs onto the city’s website to report abandoned cars on her charming West Powelton block. With no computer in her home, Harris would accomplish all of these tasks from her office–until she got downsized last year.

"I couldn’t imagine not having access to the Internet," Harris says.

Then she heard about the Digital Inclusion program run by the People’s Emergency Center (PEC), a West Philly homeless shelter and community development corporation.
