Why is micromanagement becoming popular? Wasn’t it considered bad?

It really depends on the context. In some cases, micromanagement can be a good thing, especially when the outcome needs to be completely controlled.

Anything involved with safety, security, or mission critical systems (or people) is going to have to be micromanaged – this is a good thing. On the other end of the spectrum, a bad macro-manager will blindly delegate tasks without knowing what is involved to get projects accomplished.
