Why doesn’t Intel spawn more offshoots in Oregon?

After Tripwire began formal steps toward an IPO in May, I spoke with a number of Oregon tech industry leaders who credited CEO Jim Johnson, a longtime Intel executive, with the company’s recent success.
That reminded me again of the depth of executive leadership out at Intel’s campuses in Hillsboro, at a time when other companies are leaving over a perceived depth of local talent.
My question: Why don’t more Intel managers end up starting or running other Oregon companies?
