Seeking new businesses, Casper turns to economic-development strategies

In its most recent strategic plan, the Casper Area Economic Development Alliance outlined its intent to own land and construct buildings to sell or lease to new businesses.
In the world of economic development, these deals are known as incentives. Without them, economic developers say, businesses often strike cities from their short lists of locales for new growth.
And to date, CAEDA has never used them.
