REQUEST FOR PROPOSALS FOR MOBILE LIVESTOCK PROCESSING FEASIBILITY STUDY

 

Bear Paw Development Corporation of Northern Montana, in partnership with Island Mountain Development Group, is soliciting proposals to conduct a feasibility study to examine the economic impact and viability of a mobile livestock processing facility located in the Fort Belknap Indian community and markets for various stage products. The agreement and payment terms will be negotiated with the selected consultant. Stage one of the feasibility study will be the viability of the initial processing facility and must be completed by May 1, 2021. The services to be provided will include, but are not limited to the following:

Viability analysis

Analysis of regional availability of livestock

Projection of startup capital expenses and 5-year cashflow projections

Analysis of local regional markets

Regulatory requirements

Business model optimization

Economic impact Responses to this RFP should include:

1.The firm’s legal name, address and telephone number;

2.The principal(s) of the firm and their experience and qualifications;

3.The experience and qualifications of the staff to be assigned to the project;

4.A description of the firm’s prior experience, including any similar projects, size of community, and location;

5.A description of the firms’ current work activities as well as the firm’s availability during the term of the project;

6.List, including contact names, of the past five (5) relevant projects;

7.Budget and Timeline

Respondents will be evaluated according to the following factors:

Related experience on similar projects (25%)

Consultant’s capacity to meet time and project requirements (20%)

Qualifications of the professional personnel to be assigned to the project (15%)

Overall quality of proposal (15%)

Present and projected workloads (15%)

Past experience working on tribal projects (5%)

Past experience working with Certified Regional Economic Development organizations (5%)

 

The award will be made to the most qualified respondent whose proposal is deemed superior by the planning committee and Bear Paw Development. Unsuccessful respondents will be notified as soon as possible. Questions and responses should be directed to Michael Peter at [email protected].

This solicitation is being offered in accordance with federal and state statutes governing procurement of professional services. Accordingly, Bear Paw Development reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject all responses deemed unqualified, unsatisfactory, or inappropriate.
