Request for Proposals – City of Missoula Energy Performance Contracting Project
The City of Missoula, Montana, is seeking a qualified energy service provider (ESP) to perform an investment grade audit and develop an energy performance project proposal. To be eligible for consideration, the ESP must be pre-qualified with the Montana Department of Environmental Quality (Department) Energy Performance Contracting Program. Only qualified energy service providers listed by the Department will be considered.
The goal of the project is for the selected ESP to evaluate the City of Missoula’s facilities for energy, water, and other operational upgrades (e.g., transportation fleet, waste stream) to provide an investment grade audit report(s) and to make recommendations for possible utility cost savings and greenhouse gas emissions reduction projects in the form of a project proposal.

Responses to this RFP are due no later than 4:30 p.m. local time on September 17, 2019, and may either be submitted electronically to [email protected] or in paper format to City of Missoula, Attn: Chase Jones, 435 Ryman St., Missoula, MT 59802. If a paper format is used, a minimum of three (3) copies shall be submitted and signed by the ESP or its duly authorized agent and must be submitted in a sealed envelope clearly identified as “PROPOSAL: ENERGY PERFORMANCE CONTRACTING” and ESP’s name. To align with ZERO by FIFTY: Missoula’s Pathway to Zero Waste, electronic submission is preferred.
