Vice President and Treasurer – HDQ Tracking Code 216561-914 Job Description This position is responsible for developing debt strategy alternatives, managing Basin Electric and subsidiary debt activities; managing a commercial paper program; performing disclosure reporting; requisitioning of funds from the Rural Utilities Service (RUS); managing line of credit facilities, trust funds and other financing sources; managing the Financial Operations, Financial Planning and Forecasting and Commodity Risk divisions of Financial Services; supervising leveraged and single investor lease transactions; managing the covenant compliance of all financial agreements; procuring new financing; negotiating terms and conditions on financing transactions; and developing and maintaining financial relationships with the banking community.​

The incumbent develops credit policy, manages credit limit analysis for establishing credit approvals for by-product customers; and responsible for establishing acceptable credit approvals for energy sales to other utilities.​ This position manages the development of investment strategies and the ongoing investment of funds of the Cooperative and its subsidiaries in accordance with a Board approved investment manual.​

This position also oversees the Member Investment Program.​ The incumbent is an appointed member by the Board of Directors to both the Contract Review Committee and the Risk Management Steering Committee.​ This position is also responsible for developing and maintaining the Financial Planning function for Basin Electric and its subsidiaries through the development of a professional staff, reviewing and establishing fiscal guidelines, developing Cooperative forecast procedures and managing the design and integration of automated systems.​

This ensures all forecasts, special reports, budgets and analysis of general business operations are prepared or available to users in an accurate and timely manner in accordance with Basin Electric’s fiscal policies.​ Required Skills This position requires continuous use of a keyboard/​computer; frequent sitting, standing, and walking; and occasional bending, kneeling, reaching, and lifting up to 10 pounds.​ Finger dexterity, good hearing, color vision, and the ability to perform close work are required.​ Must be able to analyze data and reports; implement recommendations; develop plans, procedures, and goals; and work under pressure to meet deadlines.​

Required Experience Required: A Bachelor’s Degree in Finance, Accounting, or Economics and 15 years’ experience in financial or business management in an organization of comparable size.​ Requires knowledge of sound business practices; financial and accounting systems and the RUS uniform system of accounts.​ Additional requirements include leadership, supervisory, oral and written communication skills; proficiency in negotiating and administering large-scale debt, investment, lease, credit programs.​ Additional proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and in the management functions of planning, organizing, directing, controlling, and evaluating various financial strategies are required.​ A postgraduate degree and CPA are preferred.​ Job Location BISMARCK, North Dakota, United States Position Type Full-Time/​Regular Salary 169,023.​00 – 196,928.​00 USD
