City Manager Jarod Nygren and Mayor Ryan Hunter Chart Kalispell, Montana Growth Strategy as Record Development Highlights Housing Strain

Kalispell’s newly installed city leaders used the annual State of the City address to outline a vision focused on managing growth, expanding affordable housing, and upgrading infrastructure as development activity reaches historic levels. City Manager Jarod Nygren reported that building permits totaled $250 million in 2025, a 50% increase over the previous record, driven largely by commercial projects such as a senior living complex, an Amazon facility, a new Costco, and financial institutions. While residential construction has slowed from pandemic highs, Nygren said the city has already approved more than 8,000 housing units over the past six years—meeting roughly 80% of projected long-term demand—shifting responsibility for new housing production largely to the private sector.

Mayor Ryan Hunter emphasized that affordability remains the city’s most pressing challenge, citing its impact on workforce recruitment, homelessness, and overall quality of life. He outlined plans to form a citizen advisory committee on affordable housing and homelessness, explore zoning changes to encourage more flexible development, and revive momentum behind downtown safety initiatives such as the Main Street Safety Action Plan. Hunter also pledged to improve transparency and public engagement through informal town halls, signaling a leadership approach aimed at balancing rapid economic growth with community concerns and livability.
