Carroll College will cut undergraduate tuition by 40% starting fall 2027.

The Helena institution announced it will expand its Pell Promise program nationwide to Pell-eligible students, covering remaining tuition costs for qualifying first-time, first-year, and transfer students. This marks a structural shift from a Montana-only initiative to a broader, more accessible financial aid model.

Beginning fall 2027, tuition will drop from $43,260 to $26,800. The Pell Promise covers the balance after applying the Pell Grant, at least $3,500 in subsidized federal Stafford loans, and may include other institutional aid. Eligible students must maintain a minimum 3.0 GPA. Carroll College President Jennifer Glowienka highlighted the positive impact seen with Montana students and the intent to extend those benefits more widely. Applications for fall 2027 are currently open.

Montana’s rural character and economic diversity may influence how the expanded program is received locally, especially as students from across the country gain access. This could reshape regional recruitment strategies and financial aid competition, potentially impacting Montana’s higher education landscape.
