Bogotá Transforms Housing and Transit for 34,000 Families By Putting Housing, Transit and Public Space First

In addition to a Department of Transportation or a Department of Housing, the Colombian capital of eight million people has a Sector Habitát, or Habitat Department, that combines urban renewal, transit-oriented development, civic works, and affordable housing into community-first development that centers public transit.

Vanessa Velasco, Secretary of Habitat for Bogotá, leads a city government effort integrating housing, transit, public services, and neighborhood revitalization into a single urban development strategy. This approach aims to improve accessibility and community well-being across Bogotá’s eight million residents.

The Habitat Department oversees policy, implementation, and management of housing subsidies, civil works, and transportation infrastructure, including the city’s first metro line with 16 stations. Almost 4,000 housing subsidies and financial incentives have been allocated near transit stations, representing about 25 percent of the total subsidies. The plan also involves renovating 20 percent of the water and drainage network near the metro and targeting 20 city areas for revitalization linked to transit accessibility. The metro line and cable car projects remain ongoing, alongside improvements to water treatment systems and solid waste infrastructure development.
