Billings Launches Community Planning Week for Zoning Feedback – 4/6-8 – Various Locations
Billings prepares for community input on zoning with a three-day planning week.
The Billings City Council reviewed the Billings 2045 Land Use Plan and set the stage for a community planning week to gather public feedback on potential zoning changes. This process is central to shaping the city’s land use policies over the next two decades.
During the Friday afternoon meeting before March 27, 2026, council members, including Kendra Shaw, and civil deputy city attorney Jessica McKee discussed the appeal process for zoning decisions. An “aggrieved party” can file an appeal within 15 days of a zone change, but McKee emphasized that a real, cognizable injury must be shown, not just speculative concerns about property values.
The community planning week is scheduled from April 6 to 8, 2026, at venues such as city hall, Billings Oasis Waterpark, MSU Billings City College, and Newman Elementary School. The city’s planning division highlighted that participants will explore updated concepts related to housing, economic opportunity, transportation, and growth.
According to a press release from the city’s planning division, each meeting will provide the same information, so participants can attend the location and time most convenient for them.
Montana’s distinctive blend of urban and rural interests could make Billings’ zoning discussions particularly nuanced, as residents may weigh development against preserving local character. This deliberative process might reflect broader challenges in balancing growth with tradition in Montana’s evolving cities.
