Report Urges States to Enact P-16 Systems as a strategy to enable students to become well-educated learners and workers.

A new report from the State Higher Education Executive Officers (SHEEO) urges states to develop P-16 systems as a strategy to enable students to become well-educated learners and workers.

The report argues that such a strategy can maximize success in higher education and ensure the capacity for life-long learning. While it does not recommend a specific P-16 model, the report identifies five key components of an integrated educational system: (1) early outreach, (2) curriculum and assessment, (3) high-quality teaching, (4) student financial aid, and (5) data and accountability systems.

Existing initiatives are overseen by statewide P-16 councils which work to create a stronger and more seamless educational system, spanning the years from infancy to adulthood. Council members typically consist of a broad set of education officials and policymakers—representing early childhood, K-12 and higher education. Over the past several years, SHEEO has examined P-16 systems in five leading states: California, Louisiana, Maryland, North Carolina, and Rhode Island. The report highlights promising practices from these and other states within the five key components.
