The MDT Disadvantaged Business Enterprise (DBE) Program encourages and supports the participation of companies owned and controlled by socially and economically disadvantaged individuals in transportation contracts.

This much-anticipated Tesla Model X SUV, with duct tape outlining the windows of the Falcon Wing doors, was spotted Thursday afternoon out for a test drive on southbound Interstate 880.

The all-electric vehicle, which is expected to be priced somewhere between $55,000 and $75,000, is supposed to be "revealed" in September, company founder Elon Musk told shareholders last week.
