Big-building owners would have to track, report energy use under Portland rule

In 2012, the city of Portland teamed with commercial-building advocates, energy watchdogs and private utilities for a voluntary challenge dubbed the "Kilowatt Crackdown" to track energy use in large buildings.

The competition proved illuminating for a small group of owners who found ways to save money on energy bills, but it didn’t create a "market transformation" among large energy users, according to Alisa Kane, Portland’s green building manager. Just 51 buildings participated out of a possible 5,000, Kane said.

Now, Portland is upping the ante.
