Oregon wind power gets another boost

The recently formed Energy Trust of Oregon is embarking on a wind power
project. The nonprofit, which began operations last March as a result of a
directive from the 1999 Oregon Legislature, released a request for proposals to
develop up to 100 megawatts of new wind power in Oregon. A new wind farm with
that capacity could power up to 25,000 homes.

The Energy Trust, in
coordination with Portland
General Electric and
PacifiCorp, expects the
project to come on line by
Dec. 31, 2003. One or both
utilities will enter into
long-term power purchase
agreements with the
successful bidder. The
Energy Trust expects to
pay up to $8.5 million to
cover the difference
between the cost of the
wind power and the price
paid by the utilities.
Proposals are due Aug. 21.
The Energy Trust will select a contractor or contractors in fall 2002.

The purpose of the Energy Trust, an independent organization, is to invest in
clean energy during the coming 10 years on behalf of most of Oregon’s electric
power consumers. It is funded via the 3 percent public purpose charge
established by SB 1149, Oregon’s electric energy restructuring legislation.
