Utah Law Requires ISPs to Block Harmful Internet Content

Monday, Utah Governor Jon Huntsman Jr., signed into law House Bill 260 http://www.cdt.org/speech/20050302hb260.pdf , which — among other things — "allows the Attorney General to seek a civil fine against a service provider that fails to properly block material harmful to minors."
The Center for Democracy & Technology http://www.cdt.org/speech/20050307cdtanalysis.pdf — in objecting to the legislation — said that it would turn ISPs into "Internet traffic cops," and warned that it would likely be overturned in a court challenge, as was a similar Pennsylvania law last year.
