Acting Gov. Codey of New Jersey puts temporary ban on offshore windmills

He names panel to study the energy issue, but environmentalists are disappointed

Acting Gov. Richard J. Codey placed a 15-month ban on offshore windmills yesterday to allow a blue-ribbon panel time to study the drawbacks or benefits of alternative energy source.

The nine-member panel, also named yesterday by the governor, included a Jersey Shore mayor, a tourism official and two environmentalists who have weighed in on opposite sides of the issue.

With oil jitters increasing interest in wind turbines and at least two major proposals on the table in New Jersey, advocates have begun to debate the merits of the technology.
