Income-based electricity bills? It could happen in California soon.

California wants to make electricity more affordable for poor people by charging rich more
How much you pay for electricity in California could depend on your income if the California Public Utilities Commission (CPUC) approves plans by the state’s three major utilities to do just that.
Pacific Gas & Electric (PG&E), San Diego Gas & Electric (SDGE) and Southern California Edison (SCE) each proposed in April to implement a fixed charge to pay for the transformation of the state’s electricity infrastructure whose amount would vary by customers’ income. Meanwhile, the rate for each kilowatt hour of electricity, or usage fee, would decline for everyone, the utilities said.
