James Klessens of Joliet is currently the director of Two Rivers Authority, the city of Hardin’s economic development arm.

Ula noted that in 1999, Wyoming ranked fifth in the country, generating 73 megawatts of wind power electricity. Today, according to data compiled by the National Renewable Energy Lab, Wyoming ranks 13th in the country, generating 288 megawatts.

"The volume of our business is absolutely related to the number of people I can find to do the work," Woodward said. "We’ve moved past putting an ad in the paper; we have a whole recruitment program we are using."

The 29-turbine project covers six parcels of land that are each one square mile.

"We’re trying to get a little bit more strategic look at economic development, not just attracting all new investment from outside but maybe help in some local startups."

Jackson, Wyoming, and Worthington, Minnesota, are two rural "sanctuary cities." Both depend on immigrant workers to make their economies go.

With a rising cost of living in Gillette and the surrounding areas, plus the worker shortage in the area, the trend is sure to increase in the coming years.
