City lights: Why don’t top leaders come here?

In December 2003, as I’m sure you remember, then-Gov. Judy Martz played host to Askar Akaev, the president of Kyrgyzstan.

Nothing terribly important happened during the visit of that central-Asian potentate, but it was a big day for Montana: News reports said it marked the first time Montana had ever been visited by a foreign head of state. I thought surely that was wrong, but to my knowledge the claim has never been challenged.
