This is a question scientists are still trying to figure out. We know that it has to do with the specific genetic makeup, and everyone has slight differences in metabolism.

Much like how people have different-colored hair, differences in DNA lead to slight differences in the way molecular machines work or in what they build. That means that even if we all have hair, it's not all the same.
