To plan for smart growth, land use expert says Billings can look south to the Beehive State

About 20 years ago, Stuart Challender began helping 10 counties in the Salt Lake City area absorb growth that would add nearly a million people to the Wasatch region.
On Tuesday, he told a Rocky Mountain College crowd how a market-driven mix of large-lot and dense development can help cities like Billings more gracefully accommodate the people looking for the services and quality of life that Montana cities have to offer.
