It includes a large number of DOE and other Federal funding programs
including R&D, community grants, planning grants, etc., for example:

#18. FEMA Pre-Disaster Mitigation Program – proposals due Oct. 6, 2003
#11. USDA’s Biodiesel Fuel Education Program – proposals were due in
August, but you could think about next year’s grant application
#13 DOT/FHWA Transportation Planning in Large Cities or Rural areas
#36 USDA’s Sustainable Agriculture Research and Education grants

It also lists the major EDA (#31) and HUD (#25 & #41) NOFAs (Notice of
Funding Availability) that I’ve sent out to you in the past.

This document also includes a GREAT list of foundations, some you’ve heard
of (America the Beautiful, Kodak American Greenways, Rockefeller Family
Fund for regional env. org. capacity building) and some you probably
haven’t (Planet Dog, Echoing Green Foundation, etc.). Some of these are
for small grants, some substantial, and some items are for awards or
fellowships. CHECK IT OUT!

#13. Laura Jane Musser Fund
The Laura Jane Musser Fund supports environmental projects that assist
local governments or other public or not-for-profit entities in rural areas
and non-urban communities in undertaking consensus-based processes. Grant
range up to $35K. Proposals due 9/15/03.

StEPP Foundation (Strategic Environmental Pipeline Project)
The StEPP Foundation is looking for projects with significant and
measurable environmental benefits to fund throughout the country.
Established in July of 2001, the StEPP Foundation is a 501(c)(3)
organization whose primary mission is to increase the number of energy
efficiency, renewable energy and pollution prevention projects implemented
at the local, state and national levels for the benefit of the public. The
StEPP Foundation offers opportunities for organizations across the country
to demonstrate the positive benefits of renewable energy, energy efficiency
and pollution prevention projects in their communities. Funding is provided
to a limited number of projects, in one-year to three year timeframes.
Projects must meet a minimum funding requirement.

Help us increase the number of energy and environmental projects taking
place in your community by applying today at http://www.steppfoundation.org. The
required online form takes about 10-15 minutes to complete and will log
your project idea into the StEPP Foundation’s national database to be
matched with funding sources when available.

Projects most likely to receive funding from the StEPP Foundation are those
offering the greatest potential environmental benefit for the dollars
invested. Your project must incorporate quantifiable environmental benefits
to air, land, water, waste, and energy-individually or in combination.

Other general requirements include:
* Energy Efficiency, Renewable Energy or Pollution Prevention
* Initiated within six months to one year of the grant award and
completed within three years from the award date
* Geographical area(s) identified, i.e. projects must be defined
in terms of where they can be implemented
Commercial entities are encouraged to partner with a public or nonprofit

Regional Carbon Sequestration Partnerships
The U.S. Department of Energy announces its intent to request proposals for
Regional Carbon Sequestration Partnerships. DOE formally announces this
intent to an array of organizations so that they can begin to collaborate.
Organizations include but are not limited to: The public, private
landowners, climate change and environmental special interest groups,
academicians, community leaders, county/city planners, commissioners,
engineers, mining and power generation industry, oil and gas industry,
forest product industry, and other commercial businesses. Partnerships
would be chartered to evaluate options and potential opportunities for
regional CO2 storage and capture, CO2 transport, regulatory permitting,
communication and outreach, public acceptance, monitoring and verification
requirements, and environmental efficacy of sequestration in their
multi-state region(s). This solicitation will directly support the
President’s Global Climate Change Initiative (GCCI) goal of: 1) Reducing
greenhouse gas intensity by 18 percent by 2012, and 2) Ensuring that a
suite of commercially-ready sequestration technologies are available for
the 2012 technology assessment mandated by the GCCI. $8 – $10 million
expected to be available, 20% cost share required, four to ten partnerships

Seva Foundation
The Seva Foundation funds projects that involve Native American peoples
working to revitalize spiritual and cultural beliefs/practices, renew
health and wellness, or protect and restore the environment. They also
support Native groups with an interest in agricultural and sustainable
economic development, education, social renewal, and treaty rights. For

Urban Forests
The National Urban and Community Forestry Advisory Council seeks Cost-Share
Grant Program research proposals that examine the effects of urban forest
resources on humans, projects that increase the public’s understanding of
the value of the urban forest, and projects that develop ideas to stimulate
the development of additional funding for urban forestry. For more info, go

Rural Business-Cooperative Service
The U.S Department of Agriculture, Rural Business-Cooperative Service
announces the availability of $2.1 million for the FY 2002 Rural Business
Opportunity Grant (RBOG) Program. The primary objective of the program is
to improve the economic conditions of rural areas. Assistance provided to
rural areas under this program may include technical assistance for
business development and economic development planning. Individual awards
NTE $50K, multi-state projects NTE $150K. An additional $3 million has been
earmarked for Native Americans, the Mississippi Delta area, and Empowerment
Zones, Enterprise Communities, and Rural Economic Area Partnerships. No
project dollar amount limitation on applications for earmarked funds.

Border Partnerships
The U.S. Department of Energy announces its intent to issue an RFP for the
National Border Technology Partnership Program for technical, professional
and scientific management consulting services to the Carlsbad Field Office
in New Mexico. Contract requirements would include but not be limited to:
Identifying, analyzing and recommending technology solutions for meeting
border region human and environmental security needs; facilitating,
coordinating, conducting and reporting the results of technology
demonstration projects at U.S. and Mexican industrial and municipal sites;
and updating, maintaining and coordinating a database of priority
environmental and waste management needs throughout the U.S.-Mexico border
region. The RFP is scheduled to open in late April 2002. Once issued, the
