Dirty Deals: Roadmap to a tax credit bribery case (Watchdog Report Part 2 of 2)

In June of 2012, Stephan Lashbrook, the new director of Wilsonville’s transit program, was delighted and more than a little surprised at his half-million-dollar-plus workplace coup. The congratulatory emails from co-workers buoyed that sense of success.
Just two weeks earlier, on his recommendation, the city had hired a Seattle-based energy consultant, Martin Shain, to help sell a tax credit that the city had received from the Oregon Department of Energy for its transit operations in 2009.
