"We rely on a strong, working communication system during any emergency crisis," Davis said. "This program will allow us to explore state-of-the-art technology."

AB 1509 by Assembly Member John Benoit requires the Office of Emergency Services to conduct a demonstration project on the use of satellite devices that use GIS and GPS technologies in the management and deployment of mobile emergency response equipment and personnel.

In an emergency or the aftermath of a disaster, the proper use and deployment of emergency response personnel and vehicles is critical in mitigating the effects of the disaster. New technologies, based on GPS technology, have the advantage of being independent of terrestrial systems that may have been damaged by the disaster event or overburdened with voice traffic.

The bill requires OES to submit a detailed report of the project’s cost and results to the governor, the Legislature, and the Department of Justice by January 1, 2005.
