Is the reliance on out-of-state students a detriment to in-state students in higher education?

"We found that the Chancellor’s Office does not analyze information about the demographics of admitted and non-admitted applicants. As a result, decision makers do not fully understand admittance patterns or the kinds of students who do and do not choose to attend OUS universities. This information could be helpful for decisions affecting enrollment, student outcomes, and competitiveness."

Perhaps the biggest news story in higher education this week centered around a California state audit taking that state’s university system to task for relying too heavily on out-of-state-residents to the detriment of Californians.

Out-of-state enrollment ballooned by 432 percent at the University of California system schools during the past decade, compared to a 10 percent uptick for in-state students.
