But now, there is one program called Exportech http://www.nist.gov/exportech/ that helps small companies determine if they are ready to expand and grow.

Call for US/Israeli R&D Collaboration Proposals – Israel BIRD Foundation (Binational Industrial R&D)

BIRD supports selected collaborations and provides them with non-dilutive funding of up to 50% of their combined R&D budget associated with the joint project (up to $1M per project), without receiving any equity or intellectual property rights in the participating companies or in the project itself.

BIRD’s support begins with R&D and ends with the initial stages of sales and marketing.

BIRD shares the risk and does not require repayment if the project fails to reach the sales stage.
