Notice of Request for Proposals for Thompson Falls, Montana Downtown Plan

The City of Thompson Falls is seeking a Request For Proposals (RFP) from qualified firms for professional and technical services associated with preparation of a Downtown Master Plan. The City has received grant funding for this planning project through the Montana Department of Commerce, Community Development Block Grant (CDBG) Program and the Main Street Montana Grant Program.

The objective of the Plan is to provide an action program that will serve as a guide for enhancement of the economic and aesthetic qualities of the Thompson Falls Downtown. There will be many stakeholders invested in the planning process. The general scope of work will include evaluation of the existing condition; assess needed capital improvements; economic analysis for current and proposed uses; marketing and business strategy recommendations; and establish both short-term and long-term priorities.

The selection of the successful firm will be based on an evaluation of the written responses. Interviews may be conducted at the discretion of the City if deemed necessary to aid in the selection. The award will be made to the most qualified firm whose submittal is deemed most advantageous to the City, all factors considered. Accordingly, The City of Thompson Falls reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed, as well as the right to reject any and all responses deemed unqualified, unsatisfactory or inappropriate.

Please state "Consultant Selection – Thompson Falls Downtown Plan" on the outside of the response package.

Economic Opportunities for Low-Income and Moderate Income Persons

The City of Thompson Falls, Montana has received notice of the award of Community Development Block Grant funds from the Montana Department of Commerce. The City of Thompson Falls will soon commence implementation of a Down Town Master Planning project. CDBG regulations governing the grant require that to the greatest extent feasible, opportunities for training and employment arising in connection with this CDBG-assisted project will be extended to local lower-income residents. Further, to the greatest extent feasible, business concerns located in or substantially owned by residents of the project area will be utilized.
