House amends rules to make it easier to bring controversial bills to the floor

In a surprising move that could influence whether major proposals pass or fail the Montana House at the 2015 Legislature, Republican leaders Thursday agreed to a rules change allowing a simple majority to bring a limited number of bottled-up bills to the House floor for debate and a vote.
Democrats, who control 41 of the body’s 100 seats, hailed the move as a blow for majority rule, saying it may allow them to team up with moderate Republicans to pass controversial bills like Medicaid expansion or the Flathead tribal water-rights compact.
